My dilemma is the typical biases thrown around everywhere. Way too much "judging a book by it's cover" and so many people are mistreated, underestimated, disrespected, and disregarded.
Dear all the above,
I am writing to express my concerns regarding the current state of housing enforcement and the mistreatment I have experienced. As an Adult Mental Health First Aid responder and a Certified Community Health Worker, I am sharing these observations not as harassment, but as a documented account of systemic failures.
My personal experience with property violations—which resulted in a temporary restraining order and the eventual installation of five hot water tanks—highlights a significant gap in oversight. While individuals like John Pagliarini initiated progress, the momentum vanished. The solutions provided have been superficial "band-aids" when systemic changes were required.
The focus of Mayor’s office should be the well-being of Woonsocket residents rather than the financial interests of landlords. Suggesting that a tenant should simply move, rather than ensuring a landlord meets basic housing standards, reflects a "landlord-friendly" bias that harms vulnerable populations. Furthermore, despite positive initial responses regarding my presentation on mental health at the library, there has been a lack of follow-through on actual property repairs, including addressing mold and fire seal issues identified by inspectors.
The current dynamic appears to be an example of "crony capitalism," where code enforcement is applied selectively. This leads to several systemic issues:
- Regulatory Capture: Policies often favor property owners over public welfare.
- Abuse of Discretion: Officials may ignore violations by politically connected entities while targeting those with less influence.
- Economic Inequality: Manipulating regulatory frameworks contributes to the erosion of public trust and deepening wealth gaps.
I am an advocate for those facing homelessness and poor quality of life in Rhode Island. Regardless of my personal residence, I will continue to speak out against the abuse of power and the unequal application of the law.
You've now made legal threats, and say I need mental health counseling. Wrongs on both sides. Maybe I know what I am saying, and I was definitely not respected in the office. Commission said I have the right to free speech, sharing my experiences especially with proof isn't defamatory it's just the truth. Sometimes it hurts, but it is the truth.

Question: is that harsh? I definitely feel the reply was. Commission of ethics gave me a clearance that I have freedom to share MY experiences via blog, podcast, social media, especially with proof. City didn't like that. I'm now blocked to communicate or else...

All complaints submitted while you were a resident were handled in accordance with applicable codes and departmental procedures. As previously explained, not all complaints constitute violations, and not all violations require the involvement of a licensed professional or registered contractor. All cited violations were appropriately addressed with the property owner, and no outstanding enforcement actions remain under this department’s jurisdiction.
Please be advised that our department’s authority is limited to building and code compliance matters. We do not address personal, medical issues, or civil disputes.
You are no longer a resident of the City, and there is no ongoing matter requiring your involvement. Accordingly, you are hereby directed to cease all further contact with me and this department. Any additional communications will be documented and may be treated as harassment and criminal complaint filed accordingly.
Furthermore, you are directed to immediately cease making false, defamatory, or misleading statements regarding me, this department, City employees, or the City itself. Should such conduct continue, the City and/or I will pursue all remedies available under law, including referral to law enforcement and civil legal action.
This correspondence serves as final notice.
I'm not intimidated, just more motivated to speak because if it isn't really a problem, why does everything has to be hush hush?
